This public consultation will run for 28 days until
20th December 2024.

We invite all interested parties to provide feedback on the proposed scheme and look forward to your comments.

The Existing Site

Eirianfa is a failed leisure development on the banks of the River Dee, off Berwyn Street in Llangollen.

It has an implemented and buildable consent for 36 holiday units, 3 of which have been part constructed in addition to site roads and parking sub base. 

The consented and part-built scheme is of poor design and build quality. It provides a cramped, high-density layout, which results in low-quality accommodation. Insufficient parking has been allowed for across the site. 

The sites existing 3 units having been vandalised and stripped with the site serving as a blight on Llangollen, as it has remained for a number of years.

The Proposed Scheme

Herefordshire Dwellings Ltd have put forward an exciting scheme of 22 x 2 bedroom eco homes, with generous parking, open spaces, planting and landscaping.

These homes will be available for rent as tourist accommodation in line with the wishes of Denbighshire County Council.

The scheme will provide high quality, highly sustainable and premium accommodation, attracting up to 4,500 valuable visitors and their hard earned money to the town’s pubs, shops and attractions each year.  

In consultation with Denbighshire Council the houses will be clad in black stained larch, ensuring they blend into the evergreen trees that surround the neighbouring hills and valleys. 

Modern, contemporary design and high quality materials have been carefully chosen to sit peacefully in the valley, from which the sensational local landscape of the Dee valley can be enjoyed.  

Permeable paving, road coverings in sympathetic colours, generous planting and landscaping built into the existing mature trees and shrubbery have also been carefully selected 

Site Layout

The Environment

Our homes have been designed to hit the highest environmental standards and will exceed the highest EPC A Rating. 

Thick insulation, air source heat pumps, solar arrays with battery backup will ensure the properties use minimal electricity from the grid for heating, hot water or appliance use.

Surface water drainage system with soakaways in addition to rain water harvesting for each house will ensure minimal surface water run off into the Dee, and that the site is self sufficient in terms of its water supply for watering and irrigation. 

A dedicated state of the art waste treatment and septic tank system will add no burden to the local foul waste system, and zero pollution into the valuable habitat contained around and within the River Dee. 

Visual Impact

The site layout, combined with enhancements to the existing trees and planting on site, serves to ensure minimal visual impact of the scheme from Berwyn Street and from the towpath across the River Dee.

As the CGIs below suggest, the scheme provides almost no visible impact.

Local Disruption
During Construction Works

The scheme will be developed using modular off site construction. This method cuts the traditional construction time from 18 months to just 9 months. It also serves to minimise any wet and dusty trades on site.

The site is already served by mains water and power, and will utilise the existing White Water’s Hotel access off Berwyn Street. This combined with its own foul treatment plant, site screening and considerate and controlled operating hours will ensure minimal disruption for neighbours during a short construction period.

A live phone number will be clearly displayed and communicated during the build so anyone with concerns can rightly raise them, and can feel comfort knowing they will be immediately dealt with. 

 

Ecology

In line with our ecologists advice bat boxes, owl boxes and bird boxes will be installed across the site.

As passionate conservationists bird feeders, areas of long grass and planting habitats will be created to serve as a boost to native species

The site benefits from a large but overgrown river bank which will be sensitively maintained to provide greater access to the river.

Jobs for Llangollen

We estimate the following benefits:

During construction - £1.46m will be spent with local contractors and workmen during the scheme. 

26 part time construction jobs will be created. 

During Management - 7 part and full time jobs will be created to run the site in the long term.

A Boost to Tourism

A maximum of 4,500 visitors per annum could be drawn to Llangollen as a result of this scheme.

We estimate a total of £1.144m would be spent in local businesses each year.
